Brownfield Redevelopment for Retailer


EDI was retained by Manhard Consulting Ltd. to provide environmental consulting services associated with the redevelopment of vacant property for a proposed "big box" commercial retailer. EDI's services included development of sampling and analysis plans; conducting environmental investigations; development of potential remediation strategies and costs; and enrollment of the site into the Indiana Department of Environmental Management (IDEM) Voluntary Remediation Program (VRP) in order to obtain a Covenant Not To Sue from IDEM.

Preliminary investigation of the subject property identified the site contained up to seven feet of industrial fill materials that included foundry sands with concentrations of chemicals of concern (COCs) exceeding IDEMs Default Remediation Objectives.

Subsequent environmental investigations included the advancement of over 50 soil borings, the installation of monitoring wells and sampling and analysis of soil, groundwater and surface water. Based on the results of the field investigation, EDI performed a variety of tasks including: remediation cost analysis, evaluating identified impacts and determining the costs for various remediation options including limited soil removal, the use of engineered barriers and potential land use restrictions for the subject property. EDI enrolled the subject property into the VRP, developed the necessary environmental reports, including our proposed remediation strategies and submitted them to IDEM for approval. To date, IDEM reviewed the proposed remediation strategies and has informally accepted our proposals with minimal comment.
